Subcontracting Support Specialist

Job Description:

Position requires collaboration with technical, contractual and Quality Assurance business areas to support effective and compliant subcontracting.  Support will include pre- and post-award subcontract administration and management.  Candidate will support the summarized position description below:

Ø  Develop and maintain strong business relationship with contract teammates/ subcontractors

Ø  Formulation of independent estimates based on SID packages, other GFI and historical data

Ø  Participate in meetings to prepare solicitation strategies

Ø  Development of SOW and solicitation packages invoking relevant NAVSEA and other technical standards

Ø  Surveillance of subcontractor work-scope, including but not limited to coordinating QA inspections/ tests, expenditures and earned value, contract and technical compliance, travel and personnel access

Ø  Maintain subcontract files including Objective Quality Evidence, CDRLs, company technical certifications, personnel qualifications, and performance evaluation forms

Ø  Assist Program Managers and Team Leads with subcontractor oversight, scope change management and reporting

Ø  Work as part of a team and use effective communication in daily interactions with teammates, other contractors, and clients

Preferred Skills:

Ø  6+ years of experience in technical subcontract administration with contractors to the federal government

Ø  Experience with government subcontract compliance file documentation

Ø  Experience with basic computer expertise in Microsoft Office

Specific experience with MS Excel and budgetary analysis

Specific experience with MS Project and Plan of Action & Milestones

Specific experience with MS Word and SOW development

Ø  Experience with the proposal process in support of federal acquisitions

Ø  Experience with various types of contracts, including FFP, CPFF, or IDIQ T&M

Ø  Knowledge of the Federal Acquisition Regulations (FAR) and DFAR

Ø  Ability to learn and work in procurement and financial systems

Ø  Ability to display flexibility and willingness to perform as part of a team

Ø  Ability to work independently in a fast–paced, geographically dispersed environment

Ø  BA or BS degree or 10 years of experience with subcontracts or contracts, plus 10 years of experience with C5ISR shipboard installation

Experience with Deltek CostPoint Version 7.1 and Enterprise Reports
